Understanding the clinical significance of variants associated with hereditary cancer risk requires access to a pooled data resource or network of resources—a “cancer gene variant commons”—incorporating representative, well-characterized genetic data, metadata, and, for some purposes, pathways to case-level data. Several initiatives have invested significant resources into collecting and sharing cancer gene variant data, but further progress hinges on identifying and addressing unresolved policy issues. This commentary provides insights from a modified policy Delphi process involving experts from a range of stakeholder (...) groups involved in the data-sharing ecosystem. In particular, we describe policy issues and options generated by Delphi participants in five domains critical to the development of an effective cancer gene variant commons: incentives, financial sustainability, privacy and security, equity, and data quality. Our intention is to stimulate wider discussion and lay a foundation for further work evaluating policy options more in-depth and mapping them to those who have the power to bring about change. Addressing issues in these five domains will contribute to a cancer gene variant commons that supports better care for at-risk and affected patients, empowers patient communities, and advances research on hereditary cancers. This paper argues against the deductive reconstruction of scientific prediction, that is, against the view that in prediction the predicted event follows deductively from the laws and initial conditions that are the basis of the prediction. The major argument of the paper is intended to show that the deductive reconstruction is an inaccurate reconstruction of actual scientific procedure. Our reason for maintaining that it is inaccurate is that if the deductive reconstruction were an accurate reconstruction, then scientific prediction would be (...) impossible. (shrink)

Saul Kripke, among others, reads Wittgenstein’s private-language argument as an inference from the idea of rule following: The concept of a private language is inconsistent, because using language entails following rules, and following rules entails being a member of a community. Kripke expresses the key exegetical claim underlying that reading as follows.

Wittgenstein's later philosophy and the doctrines of Mahayana Buddhism integral to Zen coincide in a fundamental aspect: for Wittgenstein language has, one might say, a mystical base; and this base is exactly the Buddhist ideal of acting with a mind empty of thought. My aim is to establish and explore this phenomenon. The result should be both a deeper understanding of Wittgenstein and the removal of a philosophical objection to Zen that has troubled some people.

I can’t help but like a book that calls Wittgenstein the greatest philosopher since Kant and then proceeds to show how On Certainty, a manifestly brilliant but understudied book, sheds light on matters under current debate. It is pleasant to see a highly skilled contemporary put texts from the later philosophy under close scrutiny and mine them for insight, and that outside the bounds of familiar Wittgenstein scholarship.

This book is a philosophical examination of the main stages in our journey from hominid to human. It deals with the nature and origin of language, the self, self-consciousness, and the religious ideal of a return to Eden. It approaches these topics through a philosophical anthropology derived from the later writings of Wittgenstein. The result is an account of our place in nature consistent with both a hard-headed empiricism and a this-worldy but religiously significant mysticism.

Recent studies challenge the classical view that the origin of animal life was primarily controlled by atmospheric oxygen levels. For example, some modern sponges, representing early‐branching animals, can live under 200 times less oxygen than currently present in the atmosphere – levels commonly thought to have been maintained prior to their origination. Furthermore, it is increasingly argued that the earliest animals, which likely lived in low oxygen environments, played an active role in constructing the well‐oxygenated conditions typical of the modern (...) oceans. Background Citizen science is increasingly prevalent in the biomedical sciences, including the field of human genomics. Genomic citizen science initiatives present new opportunities to engage individuals in scientific discovery, but they also are provoking new questions regarding who owns the outputs of the research, including intangible ideas and discoveries and tangible writings, tools, technologies, and products. The legal and ethical claims of participants to research outputs become stronger—and also more likely to conflict with those of institution-based researchers and other stakeholders—as (...) participants become more involved, quantitatively and qualitatively, in the research process. It is not yet known, however, how genomic citizen science initiatives are managing the interests of their participants in accessing and controlling research outputs in practice. To help fill this gap, we conducted an in-depth review of relevant policies and practices of U.S.-based genomic citizen science initiatives. Methods We queried the peer-reviewed literature and grey literature to identify 22 genomic citizen science initiatives that satisfied six inclusion criteria. A data collection form was used to capture initiative features, policies, and practices relevant to participants’ access to and control over research outputs. Results This analysis revealed that the genomic citizen science landscape is diverse and includes many initiatives that do not have institutional affiliations. Two trends that are in apparent tension were identified: commercialization and operationalization of a philosophy of openness. While most initiatives supported participants’ access to research outputs, including datasets and published findings, none supported participants’ control over results via intellectual property, licensing, or commercialization rights. However, several initiatives disclaimed their own rights to profit from outputs. Conclusions There are opportunities for citizen science initiatives to incorporate more features that support participants’ access to and control over research outputs, consistent with their specific objectives, operations, and technical capabilities. This book deals with some large tracts of Wittgenstein’s writings concerning representation and the mental. Its defining characteristic, and one of its main strengths, is an extensive use of material in the background of Wittgenstein’s Tractatus and Investigations. Stern quotes from and discusses remarks from unpublished manuscripts, including the Big Typescript, little-studied published writings such as the Tractatus notebooks, “Some Remarks on Logical Form,” Philosophical Remarks, Philosophical Grammar, as well as lecture notes by Moore, King and Lee, and others. How (...) much of these writings the book reproduces is suggested by the fact that its appendix, giving the original German of the previously unpublished matter translated in the main text, is eleven small-print pages long; and there are far more quotations from the published part of the corpus. The result is a work in which, for a run of pages, the ratio of quoted material to comment can be as high as one to one ; and in which most pages contain a significant amount of indented quotation. The main justification offered for the wholesale inclusion of this material is that it provides a context that can help determine what problem Wittgenstein was addressing in a given passage from his two main works. Stern’s mastery of that material is impressive, as shown for example in his pellucid outline of Wittgenstein’s philosophical development after 1920. (shrink)

In ‘Wittgenstein and Qualia’ Ned Block argues for the existence of inverted spectra and those ineffable things, qualia. The essence of his discussion is a would-be proof, presented through a series of pictures, of the possible existence of an inverted spectrum. His argument appeals to some remarks by Wittgenstein which, Block holds, commit the former to a certain ‘dangerous scenario’ wherein inverted spectra, and consequently qualia live and breath. I hold that a key premise of this proof is incoherent. Furthermore, (...) Block’s dangerous scenario does not follow from Wittgenstein’s innocent one, as Block believes it does, but rather is in conflict with it. (shrink)

As biomedical citizen science initiatives become more prevalent, the unique ethical issues that they raise are attracting policy attention. One issue identified as a significant concern is the ethical oversight of bottom-up biomedical citizen science projects that are designed and executed primarily or solely by members of the public. That is because the federal rules that require ethical oversight of research by institutional review boards generally do not apply to such projects, creating what has been called an ethics gap. -/- (...) Working to close this gap, practitioners and scholars have considered new mechanisms of ethical oversight for biomedical citizen science. To date, however, participants’ attitudes about ethics and oversight preferences have not been systematically examined. This information is useful to efforts to develop ethical oversight mechanisms because it provides a basis for evaluating the likely effectiveness of specific features of such mechanisms and their acceptability from the perspective of biomedical citizen scientists. -/- Here, we report data from qualitative interviews with 35 stakeholders in bottom-up biomedical citizen science about their general ethics attitudes and preferences regarding ethical oversight. Interviewees described ten ethical priorities and endorsed oversight mechanisms that are voluntary, community-driven, and offer guidance. Conversely, interviewees rejected mechanisms that are mandatory, hierarchical, and inflexible. Applying these findings, we conclude that expert consultation and community review models appear to align well with ethical priorities and oversight preferences of many biomedical citizen scientists, although local conditions should guide the development and use of mechanisms in specific communities. AbstractCritics charge that agriculture has reached an unsustainable level of consolidation and expropriation, as exemplified by the supply-chain breakdown of the COVID-19 pandemic. Simultaneously, advocates suggest the current system serves consumers well by keeping prices low and access to choices high. At the center of this debate rests a disagreement over how to compute market power to identify monopolies and oligopolies. We propose a method to study power across different sectors by using Social Network Analysis to analyze key players, the (...) presence of core-periphery structures, and agricultural consolidation. We test our market network approach to power through an analysis of the top ten pork powerhouses. We find that Big Finance is closely tied to Big Ag, and that key players limit the capacity for more peripheral actors, like growers, equipment producers, and regional banks, to engage in the network. We identify system level risk of collapse and suggest pathways for reform. (shrink)

Wittgenstein’s Intentions , first published in 1993, presents a series of essays dedicated to the great Wittgenstein exegete John Hunter. The problematic topics discussed are identified not only by Wittgenstein’s own philosophical writings, but also by contemporary scholarship: areas of ambiguity, perhaps even confusion, as well as issues which the father of analytic philosophy did not himself address. The difficulties involved in speaking cogently about religious belief, suspicion, consciousness, the nature of the will, the coincidence of our thoughts with reality, (...) and transfinite numbers are all investigated, as well as a variety of other intriguing questions: why can’t a baby pretend to smile? How do I know what I was going to say? Wittgenstein’s Intentions is an invaluable resource for students of Wittgenstein as well as scholars, and opens up a wide horizon of philosophical questioning for those as yet unfamiliar with this style of reasoning. Previous research has demonstrated that speakers adapt individual characteristics of speech production to the social context, for example via phonetic convergence. Studies have measured the impact of social dynamics on convergence in typical speakers, but the impact of individual differences is less well-explored. The present study measures phonetic convergence before and after a cooperative interaction with an undergraduate student by comparing teens with a history of autism spectrum disorder (ASD) and with typical development. Results revealed a small temporal convergence effect (...) for typically developing dyads; in contrast, dyads including autistic teens showed no convergence. Furthermore, the degree of convergence was negatively related to severity of ASD symptomatology and atypical sensory profiles. While social and sensory processing abilities may play a role in phonetic convergence, high covariance between these measures makes it difficult to differentiate their contributions in isolation. Background As citizen science continues to grow in popularity, there remains disagreement about what terms should be used to describe citizen science activities and participants. The question of how to self-identify has important ethical, political, and practical implications to the extent that shared language reflects a common ethos and goals and shapes behavior. Biomedical citizen science in particular has come to be associated with terms that reflect its unique activities, concerns, and priorities. To date, however, there is scant evidence regarding (...) how biomedical citizen scientists prefer to describe themselves, their work, and the values that they attach to these terms.Methods In 2018, we conducted semi-structured interviews with 35 biomedical citizen scientists in connection with a larger study to understand ownership preferences. Interview data were analyzed to identify the terms that interviewees used and avoided to describe themselves and their work, as well as the reasons for their preferences.Results Biomedical citizen scientists self-identified using three main terms: citizen scientist, biohacker, and community scientist. However, there was a lack of consensus among interviewees on the appropriateness of each term, two of which prompted conflicting responses. Self-identification preferences were based on personal judgments about whether specific terms convey respect, are provocative, or are broad and inclusive, as well as the desirability of each of these messages.Conclusions The lack of consensus about self-identification preferences in biomedical citizen science reflects the diversity of experiences and goals of individuals participating in this field, as well as different perceptions of the values signaled by and implications of using each term. Heterogeneity of preferences also may signal the parallel development of multiple communities in biomedical citizen science. (shrink)

In their most recent book, Evolving Enactivism: Basic Minds Meet Content (MIT 2017), Dan Hutto and Eric Myin claim to give a complete and gapless naturalistic account of cognition, but it comes with a kink. The kink being that content-involving cognition has special properties found nowhere else in nature, making it the case that minds capable of contentful thought differ in kind, in this key respect, from more basic minds. Contra Hutto and Myin, I argue that content-involving practices are themselves (...) simply a further extension of action and do not therefore warrant being called ‘different in kind’ or ‘kinky’. With the help of Ludwig Wittgenstein and John V. Canfield, I show that Enactivism meets the challenge of explaining higher-level cognition; and, contra continuity sceptics, offer ‘a philosophically cogent and empirically respectable account’ of how human minds can emerge from nonhuman minds. Ello da origen a dos problemas filos�ficos fundamentales, concernientes al mundo y al solipsismo. El siglo XX creyó encontrar en el lenguaje una salida a estos problemas. Wittgenstein es allí una pieza clave. Sin embargo las interpretaciones más influyentes de Wittgenstein enfocaron la crítica del lenguaje privado de tal modo que la salida debía permanecer en (...) el terreno epistemológico de las garantías o criterio de corrección (Malcolm, Fogelin, Kenny, Canfield, Tugendhat). Sostenemos que la interpretación propuesta por Kripke se apoya un un agudo diagnóstico de la fuente de estas dificultades, dándose cuenta que la refutación del lenguaje privado requería abandonar toda una concepción, la del realismo, que afectaban por igual al lenguaje privado y al público. Su argumentación, centrada en la semántica, irradia consecuencias más allá de la misma. Su "solución escéptica" al establecer que los juicios de corrección, entendidos como básicos y primitivos, sólo poseen sentido en el marco de una comunidad uniforme en sus juicios, coloca al discurso filosófico en un nuevo terreno. Joining a vast Wittgensteinian anti-theoretical movement, John Canfield has argued that it is possible to read the claims that (1) “language is essentially communal” and (2) “it is conceptually possible that a Crusoe isolated from birth should speak or follow rules” in such a way that they are perfectly compatible, and, indeed, that Wittgenstein held them both at once. The key to doing this is to drain them of any theoretical content or implications that would put each claim at (...) odds with the other. I argue here, first of all, that it is not possible to detheorize both (1) and (2) and still hope to say anything illuminating about the nature of language. In fact, Canfield himself does not succeed in detheorizing both (1) and (2) but ends up trivializing (1) and leaving (2) with quite a bit of theoretical content. I further argue, however, that this is getting the matter the wrong way around. Contra Canfield et al., it is only when we recognize this that we can appreciate how radical and innovative Wittgenstein's claims about language really are. (shrink)

Summary Canfield and Lehrer argued in [1] that it is impossible to predict an event deductively from given laws and initial conditions. In [2] I showed (1) that there are counterexamples to C&L's claim, (2) that their argument was based on an assumption which they failed to recognize, let alone support (the assumption that there are ‘rejectible’ facts), (3) that if certain simple conditions on predictability were granted, it could be shown that C&L's tacit assumption is false. In a (...) recent issue of this Journal Dr. Harnatt has criticized (3) (ignoring (1) and (2)), and he has concluded that we should still wonder whether there are any deductive predictions. How much can and should be said about the beginning of Wittgenstein's Philosophical Investigations (PI) on the basis of its very first section alone? Is the only thing worth mentioning that it is designed to introduce the topic for the rest of the book - may this be a "pre-philosophical", "pre-theoretical", "Augustinian" picture of Ianguage (Baker/Hacker, Kenny, Katz, Canfield et al.) or a mentalistic picture of the use of language (Savigny)? These ways of interpreting leave too many aspects of (...) the text untouched. Some of these are: Why does Wittgenstein quote just from the Confessions if his only interest was to get a picture of language? How about Wittgenstein's different ways of dealing with the quotation from Augustine? Trying to answer these questions means to develop a new, more complicated picture o f the beginning of the PI. The thought that zen buddhism and ordinary language philosophy may be looking in the same direction is supported by appealing to john canfield's article "wittgenstein and zen" and his analysis of "understanding without thought.". The ongoing controversy about sweatshop labor has mainly focused on economic, on the one, and ethical aspects, on the other side. While proponents of sweatshop labor have argued that low wages would attract foreign investments, would create new workplace opportunities and thus improve economic welfare in less-developed countries, opponents of sweatshop labor argue that such treatment of laborers would violate their dignity, and they prompt western buyers to stop this kind of exploitation. However, the arguments in this debate are not (...) new. As we will show, they can be traced back to the early “sweatshop” debate between social reformers and classical liberals in the 19th century. Interestingly, the 19th century debate identified sweatshop labor not as an industrial system but as a social phenomenon which becomes more likely when several social preconditions are fulfilled. It will be shown that the social preconditions identified in this debate determine working conditions till today and can be used to identify industries were sweatshop labor is more likely than in others—even in western countries. James and his wife, Susie A. Lewis, raised their children on their land in Canfield. How did the riots affect them, their land, their kin, their safety, their daily lives? I ask all the questions. This article explores the relation between innovation and resources that are governed as commons by looking at the governance of potato genetic resources, especially in the context of the emergence ofhybrid diploid potato breedingthat will enable potato propagation through true seeds. As a new breeding tool, hybrid diploid potato breeding may not only revolutionize traditional potato breeding practices, it may also strongly affect current governance modes of potato genetic resources as a commons. Contrary to conventional accounts of the commons that (...) treat technological innovation mainly as an exogenous factor, we argue that technological innovation can better be understood as an endogenous factor. In particular, we develop aco-production frameworkof innovation and the commons that draws attention to the different ways in which innovation, commons and its governance interact. Using this framework, we demonstrate that the constitution of potato genetic resources as a commons cannot be understood without considering the various ways in which technological innovation affects resources and mediate how these are governed. While reversely, technological innovations themselves are also enabled and constrained by users who govern potato genetic resources as a shared resource. We argue that changes in the governance of genetic resources can be understood as a change from one socio-technical constellation to another, whereby innovations, resources, and institutions are continuously co-produced.
